Nein, die phpBB-Devs ignorieren das Problem einfach, statt es endgültig zu lösen.
Lösung: Als User im Profil selbst auf Sommerzeit umstellen. Das Board selbst wurde pünktlich umgestellt.

Naja, ich hab für mein Forum ein kleines Script gebastelt, dass das Problem für mich löst und für alle User die Zeit passend setzt. Ich hab eh niemanden mit anderer Zeitzone :-)
Für 2.0.x gabs da einen Fix, für phpBB 3.0 vermiss ich den noch.
