Also, mit der Shoutcast und einer TV Karte ( ich habe die WINTVgo ) geht das! Installierst dir das nsvcap Tool siehe hier:

Dann wählst du halt deine TV Karte aus, und Ton auch, dann gehts ab :-)

Aber pass auf, wenn du den Stream auf Public laufen lässt, dauert es nicht lange, dann ist das stream voll!!!

Beispiel:
Habe meine WebCam mal laufen lassen Maximal 32 Clients!
-> keine 15 Minuten Server full!

Also, geht gut auf den Traffic!

Nachdem ich nun meine ersten Testversuche mit vlc gemacht habe, bekomme ich beim versuch tv von der hauppauge zu streamen diesen Auszug:
